It is important to ascertain the state of a building before taking a lease or investing funds in a property that may be held for many years, where those occupying could be faced with considerable costs to refurbish. The costs of implementing measures to accord with planned changes to the Minimum Energy Efficiency Standards also need to be factored into such investments.
